Was in the seller who would list details about who can't bid on his auctions? It was weird stuff like: if your postal code starts with the number 3, if you live in the State of (whatever State it was), if you have feedback of more than 238, if the final selling price end in $0.68, etc., etc.
If it is the same guy then I remember he cancelled a bunch of my bids.

He had rules along these lines. I remember having to send a money order to the US and to wait two or three months in total to get my tape. He sent me a tape of a band that may be one of his as a bonus. I still have this one somewhere but it didn't get more than one listen.
