But generally "effective" use of speed I think is done by bands who sometimes slow down in between...

"High speed" all the time cannot make the "speed" overwhelming.

Absolutely! I was already familiar with thrash by the time I first heard Razor, and I was fucking awe-struck by how fast they played. The "second half" of "Brass Knuckles" is out of control in the best way possible.

Repulsion - Horrified and Discharge - Hear Nothing are my favorite 'fucking fast' albums. They both sound like freight trains of sheer force without any studio trickery or other bullshit.

On the other hand, the way Mayhem utilized constant speed overlaid with the drawn out riffs is pure atmospheric genius.
