Is the plan a cloth OUTER cover/sack (like Bone Awl) or that the actual cover containing the vinyl is made of cloth (like Impiety Die Hard on HMSS)...?

No I don't think you guys have seen this type of jacket before. Go to a local used record store and look through some used records and you'll see some cloth covered jackets.
